This eatery, in an aging shopping center in the heart of Stockton Boulevard’s Southeast Asian commercial district, doesn’t have much atmosphere. What it does have is sublime pho, a delicious beef-and-rice-noodle soup lightly spiced with star anise, clove, ginger, cinnamon and coriander.
