The shelter that the city of Chico recently installed at the airport has drawn criticism from many advocates, service providers and unhoused individuals. It remains to be seen if the federal judge who stalled the city’s clearing of homeless encampments will be appeased by the placement of shelter so far from services and so exposed to the summer heat (the case returns to court July 2).
In his latest feature, Will this fly?, writer Ken Smith looks at Chico’s efforts thus far, and checks in with other California cities experiencing homeless crises, including Santa Rosa, which found successful solutions for temporary encampments during the pandemic.
