Department of State Hospitals proposes placing convicted rapist in Chico

Local law enforcement officials are objecting to convicted rapist Fraisure Earl Smith (pictured), moving to Chico.

The California Department of State Hospitals (DSH) is seeking a home for Smith, 52, who was convicted of rape by force and assault with the intent to commit rape in Solano County, according to a Butte County Sheriff’s Office press release. After prison, he was diagnosed as a sexually violent predator; then he was committed to Coalinga State Hospital. Upon his release—DSH determined he wasn’t a threat with proper treatment and monitoring—officials tried to place him in Solano County, but failed due to public outcry.

A hearing in Solano County Court on May 10 will determine whether Smith returns to his family in Texas or is placed in a home on Bell Road in Chico, to be monitored by a GPS ankle bracelet.
