Rate-of-removal index
Butte County ranks No. 1 in the National Coalition for Child Protection Reform’s most recent rate-of-removal index, which takes a look at California counties’ “propensity to adopt a ‘take-the-child-and-run’ approach to child welfare.” The rate of removal is the number of removals of children from their homes for every 1,000 impoverished children.
