New Orleans snapshots

Hurricane Katrina struck a coastline far from California, but that doesn’t mean Northstate residents went unaffected. This spring, about eight months after the devastating storm, photographer Noel Neuburger and some students from Chico State took separate trips to New Orleans and witnessed the lingering impact first-hand.
