As students began returning to Butte County schools this week, they entered an environment that’s testing their teachers and administrators as much as the pupils.

Educators have to satisfy community demands, state standards and national policies in order to get government funding. Yet these are moving targets; it’s seemingly impossible to bulls-eye them all.

Local districts are trying creative approaches to solve their problems. In our annual Back to School issue, the CN&R explores some of our districts’ biggest challenges— innovation, budgeting, and maintaining athletic and arts programs—and obstacles in the path of progress.
